PUBLIC HEARING ANNOUNCEMENT, ADDITIONS TO AGRICULTURAL DISTRICT 1
On March 21, 2006, the Tompkins County Legislature will hold a public hearing in regards to the inclusion of two parcels to Agricultural District 1 (East Side of Cayuga Lake).  The parcels cover a total of 71.36 acres and are located at 184 Lower Creek Road, Etna and 583 Sheldon Road, Etna. Pursuant to New York State Agricultural District Law, the Legislature is required to hold a public hearing when landowners request inclusion into Agricultural Districts.

All persons interested in the subject matter are asked to attend the County Legislature meeting on Tuesday, March 21, 2006 at 5:30pm.  The meeting will be held in the Legislative Chambers of the Tompkins County Courthouse, located at 320 North Tioga Street, Ithaca, New York.

LEGISLATURE AUTHORIZES LEASE TO OWN FINANCING FOR COUNTYWIDE EMERGENCY COMMUNICATIONS SYSTEM
The Legislature unanimously voted (13 to 0; 2 Legislators were absent), authorizing the County Administrator to execute a Master Lease Agreement with Chase Equipment Leasing Corporation in the amount of 8 million dollars.  In December of 2005, the County entered into a contract with Motorola for the construction of an 800 MHz digital radio system for emergency service providers.  The 10-year lease to own financing will provide capital funding to permanently finance a portion of the Motorola contract.

Recognizing that current financial conditions favor lease financing, the Legislature authorized the Finance Director to amend the Master Lease in an amount not to exceed 4 million dollars for other expenses related to the Countywide Emergency Communications System.

LEGISLATURE AUTHORIZES CONTRACT FOR DIGITAL AERIAL PHOTOGRAPHY
The Legislature unanimously voted (13 to 0; 2 Legislators were absent) to authorize the County Administrator to enter into a $179,000 contract with Pictometry for digital aerial photography products related to Emergency Response.  Pictometry’s sole source aerial imagery products will provide valuable, time saving information to E-911 dispatchers, which can immediately be communicated to first responders.

The contract amount will be funded by a New York State 911 Board grant that was awarded to Tompkins County Department of Emergency Response.
